Memo from Director of Community Development, Greg Ford in regards to Board attendance.

4)      Announcements

Director of Community Development, Greg Ford, made statement to public that if they were in attendance in regards to annexation of property on Rust road.  He stated that it is the right of way of Duncan and Dillingham road.  The City of Grain Valley does not do aggressive annexation.  The Planning and Zoning Board does not review this, it would be the Board of Alderman.

§         Request for a Final Plat approval of Rosewood Hills Subdivision 5th Plat, a single-family subdivision.

Director of Community Development, Greg Ford stated this meets staff approval and recommends approval.

§         Request for a Final Plat approval of Whispering Park Subdivision, a single-family subdivision.

Director of Community Development, Greg Ford stated that this area has recently been annexed and is located north of Duncan Road, on the Westside of Dillingham Road.  The north and west edge of this area is unincorporated Jackson County.  To the east is Rosewood Hills subdivision; to the south is undeveloped, but showing Commercial on the Future Use Map.  There are 48 single family lots in this subdivision.  The special conditions are that they must buy out from WATER District 16, there is floodplain in this area, North Outfall Sewer fee applies to this plat and due to City’s infrastructure status, the City may not be able to provide water service in this area until additional water sources are contracted.  This final plat meets Zoning Regulations.

 

Kim Roam, Legal Representation for Washam

Stated that this parcel is roughly 15 acres that include 48 units.  This parcel of land includes a creek area, pond included into development and overhead lines.  These components are very unique but a very nice subdivision.  He stated that basements may not be feasible for wet land usage or areas that lay on the boundary of the creek.  However, there should be no more than 10 lots that would be affected.

Stated that this property was annexed by L & B Development one year ago.  We feel that this subdivision is cramming in numerous amounts of homes and will decrease the value of his home.  He also went on to state that they have rights and it is our job as a city to uphold them,

Wanted to know why we are looking at a Preliminary Plat and a Final plat hearing.  Also wanted to know if this is a preliminary plat approval then why we are putting in sewer prior to final plat.

 

Director of Community Development, Greg Ford stated that the sewer is and has received permission.  The outfall sewer is needed to exceed for this subdivision.  Therefore, the sewer is approved.

Stated that we understand progress, we would like this usage to be at least 1300 to 1450 square feet per home.  We contacted Rhonda Schumaker and she said that she contacted the Mayor of Grain Valley; she also said that the Mayor of Grain Valley stated that the homes will be compatible to Woodbury.  We just want to protect ourselves and our property.

§         Director of Community Development, Greg Ford Request for a Final Plat approval of Estates of Sni-A-Bar Subdivision, a single-family subdivision.

Director of Community Development, Greg Ford stated that this parcel is located west of Minter Road and north of SW Graystone Circle.  This area was originally preliminary plated as part of Sni-A-Bar Farms West more than 5 years ago.  There are 44 single-family lots in this subdivision.  Staff recommends approval with changes requested by staff on Plat review sheet.

§         Request for an approval of a zoning change from A Agriculture to R-1 Single family for B.S. Builders

Director of Community Development, Greg Ford stated that this area has recently been annexed and is located north of the Breezeway Business Park, and east of Buckner Tarsney road.  This area is the first phase of the Highland Ridge Development.

§         Request for approval of a change to the Comprehensive Plan Future Use Map from Mixed Density Residential to Commercial for B.S. Builders.

Director of Community Development, Greg Ford stated that this area has recently been annexed and is located north of Breezeway Business Park, and east of Buckner Tarsney Road.  This area is the commercial phase of the Highland Ridge Development referred to as Bennett Commercial.  This whole area was designated Mixed Density Residential on the Comprehensive Plan Future Use map.  The property owner desires to develop the road frontage of this area as commercial.

§         Request for an approval of a zoning change from A Agriculture to C-3 Highway Commercial for B.S. Builders

Director of Community Development, Greg Ford stated that this area has recently been annexed and is located north of the Breezeway Business Park, and east of Buckner Tarsney Road.  This area is the commercial phase of the Highland Ridge Development referred to as Bennett Commercial.
